The American Embassy Kampala is seeking one qualified individual for the positions of Senior Security Receptionist.

BASIC FUNCTION OF POSITION
The Senior Security Receptionist supervises a team of two Security Receptionists. Duties include scheduling, time and attendance and employee evaluations and consultations. Provides guidance. daily work assignments and assignments for special events. Performs supervisory duties for the Security Receptionist Team. Perform all duties of the Security Receptionist to cover breaks, annual leave, sick leave or special events. Monitors the visa line, escorts VIP visitors, assists local guards in screening process if needed and monitos the consular section and library during business hours. Screen potential visa applicants in English and Luganda to ensure that the applicant has all the documents required. Evaluate unscheduled visitors and query them regarding the nature of their visit. Properly and clearly initial and date/time each peace of mail or package that was received and scanned. Maintain weapons qualifications as required by DSS/RSO.
REQUIRED QUALIFICATIONS

BASIC FUNCTION OF POSITION

Financial Assistant

Basic Function:
The contractor will provide administrative and financial control services to the Peace Corps Administrative Unit in support of the President's Emergency Plan for AIDS Relief (PEPFAR) Team. The person selected will need to exhibit a high degree of personal and administrative organization to work in a very busy office environment.
Duties include:
• Carries out accounting duties according to the guidance and regulations found in the OFMH (Office of Financial Management Handbook), the Peace Corps (PC) Manual and the Peace Corps fiscal coding handbook
• Maintains Post’s PEPFAR financial records in conjunction with the Administrative Unit staff.
• Stays current with all changes in the procedures for operating Peace Corps’ financial management software (FOR Post).
• Notifies Administrative Officer and/or appropriate staff when problems arise in scope of responsibilties.
• For all cashier and non-cashier vouchers, verifies that sufficient funds are available in the PEPFAR budget to avoid anti-deficiency.
• Reviews all receipts and other fiscal documents to ensure that they are complete, correct and appropriate prior to processing for payment.
• When necessary, consults the PC regulations or seeks assistance from the Administrative Officer (AO) or Country Director (CD) to determine if a payment activity is proper.
• Processes PEPFAR related cashier vouchers and non-cashier vouchers in a timely manner, to include other, non-PEPFAR ones in the absence of the PC Administrative Specialist, who in turn shall serve as backup to the PEPFAR Financial Assistant.
• Checks invoices, attaches related POs and prepares the vouchers in FOR Post.
• Assigns fiscal coding to each pro forma and prepares PO for ISTs and PSTs (Training Activities).
• Inputs initial obligations (for AO Approval) in FOR Post for PEPFAR procurements: contracts, purchase order, leases, salaries in conjunction with the PC Senior Financial and the PC Administrative Specialists.
• Reviews and inputs the liquidation of procurement vouchers, travel, leases, projects, salaries (for each Fiscal Coding) in FOR Post creating and initialing hardcopies and providing them to the AO for signature.
• Working in collaboration with the Senior Financial Specialist, prepares and sends a quarterly report on PEPFAR obligations to Washington.
• Does follow up on check requests until they are delivered to vendors. For EFT payments, follows up with Washington if necessary.
• Assists in calculating Peace Corps Volunteers (PCVs) Living Allowance debt at PCV ETs or COSes.
• Assists to Maintains activity logs for PCVs projects (such as for VAST funded projects), providing project number and fiscal coding to program staff, and assists with the grant’s financial management.
• Assist the PEPFAR and Admin. Unit teams with the budget formulation, review and implementation.
• Monitors expenditures against fiscal year budget allotments.
• Prepares reports, analyzes and recommends adaptation of budget to reflect actual activities and costs.
• Advises Administrative Officer of inflation and local economic fluctuations and their potential impact on the PEPFAR budget.
• Attends meetings, as determined by the AO, regarding PEPFAR financial and budgeting allocations.
• Performs other duties as assigned by the AO and the CD.
Qualifications and Requirements:
a. Education:
Minimum: Completion with diploma from secondary School and some post-secondary / college study in accounting or a related area of study.
Desired: University or technical training diploma in accounting, business administration, mathematics or other position related academic areas.
b. Prior Work Experience:
Two years of responsible work in accounting, bookkeeping, budgeting, financial management with at least one of these years having been in the performance of financial records management or similar work. Some years of successfully performed related work may be considered toward satisfying the education requirements or desired formal training.
c. Language Proficiency: Level IV spoken and written English is required.
e. Knowledge: Must have good working knowledge of U.S. Government and other regulatory materials on financial management or the demonstrated ability to quickly learn and apply government financial management regulations. BASIC FUNCTION OF POSITION
The Community Liaison program provides support to U.S. government and family members who are assigned to American embassies and consulates abroad.
The CLO works with community members to maintain high morale through orientation activities, cultural and recreational programs, and dissemination of information, counseling and referral, along with security, education, and employment for family members.
The duties of CLO are defined in eight areas of responsibility: education liaison, information resource management, guidance and referral, welcoming and orientation, and community liaison.
The CLO develops and manages program plans across the eight areas, which are client driven, and responsive to specific Post needs.
REQUIRED QUALIFICATIONS

1. Education and Work Experience Requirements:
a) Hold an M.A. or higher degree, or

BASIC FUNCTION OF POSITION
The incumbent is assigned to the Information Resources Management Section and will report to the Information Management Officer. Incumbent will assist the Computer Systems Center (CSC) in the installation, management and maintenance of the unclassified and classified computer systems and the wide area local networks. He/she will assist in the functions of the mailroom, switchboard and telephone/radio shop. The incumbent will also provide user support and on the job training as required.
REQUIRED QUALIFICATIONS
NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item TO QUALIFY FOR THE FS-6 LEVEL.
1. Education Required: Bachelor's degree in Computer Sciences is required. Microsoft certification is required.
2. Work Experience: Three years performing progressively responsible computer management work and must command an expert level of PCs desktop operating systems, network operating systems and wide variety on PC stand-alone and LAN applications is required.
3. Language Requirement: Fluency in English (Level IV both written and spoken) is required.
4. Knowledge: Must have good knowledge of current IT Federal Laws and Regulations and expert knowledge in end user training on computer systems and software.
5. Skills and Abilities: Ability to, - solve a variety of hardware and software related problems, - identify/recommend solutions for existing and potential problem areas, -work with minimum supervision and manage a team, is required.

SELECTION PROCESS
When equally qualified, Eligible Family Members and U.S. Veterans will be given preference. Therefore, it is essential that all candidates address the required qualifications above in the application.
After an initial application screening, applicants will be invited to a testing process that may include a written examination and oral interviews. The selected candidate must pass pre-employment medical and security investigations before beginning work. The initial appointment period is one year, subject to renewal.
Normally, candidates for employment are hired at the first step of the designated pay grade. In some instances, candidates may be hired at a higher step when exceptional qualifications or previous governmental service and pay level so warrant. 2. Current employees serving a probationary period are not eligible to apply.
3. EFMs who currently hold a EFM appointment are ineligible to apply for advertised positions within the first 90 calendar days of that appointment.

DEFINITIONS
Appointment Eligible Family Member (AEFM): A type of EFM that is eligible for direct hire employment
on either a Family Member Appointment (FMA) or Temporary Appointment (TEMP) provided s/he meets
all of the following criteria:
--US citizen;
--Spouse or dependent who is at least age 18;
--Listed on the travel orders of a Foreign or Civil Service employee or uniformed service member
permanently assigned to or stationed at a US Foreign Service post or establishment abroad with a USG
agency that is under COM authority;
--Is resident at the sponsoring employee's or uniform service member's post of assignment abroad, approved
safe haven abroad, or alternate safe haven abroad; and does not receive a USG annuity or pension based on a
career in the US Civil, Foreign, or uniform services.
Eligible Family Member (EFM): Spouse of a U.S. citizen or child a of US citizen child as referred to in 6 FAM 111,3, paragraph R, (1) who is at least age 18 and who, in either case, is on the travel orders of a US citizen Foreign or Civil service employee or military service member permanently assigned to or stationed at a US Foreign Service post or establishment abroad and under Chief of Mission authority.
Ordinarily Resident (OR): A citizen of the host country or a citizen of another country who has established primary residency in the host country and has established primary the required work and/or residency permit for employment in country.
