Position Title: Senior Strategic Information Advisor 

Market Value:   GS-14

Period of Performance:  Two years from date of appointment with three annual options to extend to a maximum of five years.  Exercising the option to extend will depend on the USG’s continuing need of services, availability of funds, and satisfactory or better performance by the incumbent contractor. The U.S. Government shall give the contractor a preliminary notice of its intent to extend at least thirty (30) days before the contract expires.  This preliminary notice does not commit the Government to an extension.

Market Value:  The position is classified at the equivalent of a GS-14.  The annual salary range is $84,697 - $110,104.  Salary will be negotiated within this range and determined based on past salary and work history, experience, and educational background of the successful candidate.

Position Description: Program Background

This position is located in USAID/Uganda’s Strategic Objective 8 (SO8), Investing in People.  SO8 is the largest Strategic Objective Team in USAID/Uganda, with 35 staff and an annual budget of US$210M.  The SO8 is divided into three Subteams – HIV/AIDS, Health, and Education.  This position works across the entire portfolio to assist the team in achieving its goals and results.

The Health Subteam manages programs in malaria, family planning/reproductive health, tuberculosis, maternal and child health, health systems strengthening, avian influenza, and neglected tropical diseases.  As a multisectoral initiative, many elements of the HIV/AIDS response fall within the general health sector and are supported by the Health subteam.  The annual Health Subteam budget is approximately US$50M.

In 2005, the President’s Malaria Initiative (PMI) was launched and Uganda is one of the original PMI focus countries.  PMI is a five-year initiative to rapidly scale-up malaria prevention and treatment interventions in high-burden countries of sub-Saharan Africa.  The goal is to reduce malaria-related mortality by 50% by 2010.  This will be achieved by reaching 85% coverage of the most vulnerable groups (children less than five years of age, pregnant women, and people living with HIV/AIDS), with proven preventive and therapeutic interventions.

The Family Planning/Reproductive Health Program includes activities to: improve family planning services; promote improved reproductive health through couples communication, health education, prevention of gender-based violence, and fistula repair; and improve the supply of contraceptive to both the public and private sector.

Maternal and Child Health activities support improved maternal and childhood nutrition, safer pregnancy and delivery, more complete vaccination coverage, improved well- and sick-child capacity at health facilities, distribution of ORS and zinc, safe water, and an improved logistics and supply chain for essential drugs.

Other SO8 initiatives include coordinating and contributing to USG epidemic preparedness activities for avian influenza and supporting the control or elimination of several “neglected” tropical diseases still endemic in Uganda.

Recognizing the global HIV/AIDS pandemic as one of the greatest health challenges of our time, President George W. Bush announced the President’s Emergency Plan for AIDS Relief (PEPFAR) in 2003.  Uganda received approximately US$283.6M in FY2008 to support comprehensive HIV/AIDS prevention, care and treatment programs; systems strengthening and overall improvements in service delivery.

Through the Presidential Initiative, the Education team supports the GOU/Ministry of Education and Sports to strengthen primary education through teacher training, quality improvement and materials support.  SO8/Edcuation also is working to strengthening management information systems and girl’s education.

Basic Function

The Senior Strategic Information (SI) Advisor will serve on USAID/Uganda’s Strategic Objective 8: Investing in People Team.  The contractor shall provide leadership, guidance, and overall direction on the planning, implementation and monitoring of SO8’s strategic information portfolio. This will require regular contact, coordination, and collaboration with different ministries including Health, Education, Gender, Labor and Social Development, the Uganda AIDS Commission (UAC), development partners, civil society, the private sector and other implementing partners.  The incumbent will work closely with the SO8 team, the Program and Policy Development Office, the interagency PEPFAR SI Working group, backstops in Washington and other USAID personnel working with and overseeing Mission’s activities.

The Senior SI Advisor shall exercise extensive independent judgment in planning and carrying out tasks, developing consensus among diverse stakeholders, representing the U.S. Government in critical technical and policy fora, resolving problems and conflicts and in meeting deadlines.  The incumbent will also perform inherently USG functions such as officially representing USAID at functions, approving policy documents, managing contract and grants, budgeting, developing planning documents and workplans, and reporting.

The Senior SI Advisor will provide technical expertise in strategic information, including but not limited to performance monitoring and analysis at the SO and project level; program level data gathering/validation; trend monitoring and reporting; implementation of public health evaluations and special studies; health and education management information systems, national surveillance systems and population based surveys.  The Advisor is an integral member of the USAID’s SO8 Team providing senior leadership, technical guidance and program management to effectively monitor and evaluate program progress and results.

The position requires a positive and proactive attitude to team work. Leadership skills are critical to the success of this position.  The Advisor is expected to complete assigned duties with little direct supervision and will work extensively through diverse teams.  While the incumbent will report directly to the Investing in People Team Leader, s/he is expected to work closely and collaboratively with the HIV/AIDS, Health and Education subteams and other USAID/Uganda staff and programs. In this capacity, the incumbent shall:

  • Provide senior technical and strategic oversight to USAID/Uganda SO8 SI portfolio to include but not limited to: providing leadership for a strong national response; understanding the Uganda sociopolitical landscape; prioritizing and tailoring response to changing dynamics, setting ambitious but realistic goals, activities and targets for the improvement of systems; and using data to guide strategic information efforts. Coordinate the design and implementation of activities. Ensure that SI activities are integrated into overall USAID-supported health, education and HIV/AIDS activities and establish effective collaboration with other Mission activities.  Provide managerial oversight to ensure full accountability and value for money of funds provided for SI activities.
  • Report on SO8 activities as part of the Mission’s annual strategic planning and reporting processes, preparation of Congressional presentations, drafting technical and congressional notifications, and preparing MAARDS and other implementing documents. Review and analyze reports by implementing partners, prepare summary reports with analyses and recommendations, and ensure that financial and technical reports are prepared and submitted as required.
  • Ensure that all activities are technically excellent and consistent with internationally accepted best practices and relevant to Uganda.  Provide strategic and technical support to implementing partners and managerial support as needed during the designing and implementing phases of projects to ensure the quality of interventions supported and that programmatic targets align with SO8 and GOU national plans and are met.
  •  Work with interagency working groups to develop annual operational plans, annual reports, undertake special studies and provide overall strategic and technical guidance to interagency initiative such as PEPFAR.
  • Represent USAID to very senior levels of Government of Uganda (GOU), including the Minister of Health and senior USG officials such as the U.S. Ambassador; congressional delegates, etc.
  • Collaborate with senior technical staff of various Ministries and other partners, such as the Global Fund (GF), UNAIDS, DANIDA, DfID, WHO, UNICEF, World Bank, NGOs and FBOs to design, plan and implement strategic information activities related to health, education and HIV/AIDS.  Help build the technical and managerial capacity within the GOU agencies at the national, district and lower levels.
  • Provide technical assistance to various ministries to develop and execute management information systems and performance management and monitoring plans to better capture and reflect the status of HIV/AIDS, health, education and OVC in Uganda. In collaboration with the Ministry of Health and UAC, carry out monitoring and evaluation visits to implementation sites to ascertain all quantitative and qualitative data is collected properly and ensure programmatic quality and value for money are maintained.

Major Duties and Responsibilites

The primary responsibilities of the Senior SI Advisor are prioritized as follows:

Technical and Management Responsibilities (65%):

  • Lead and provide technical input into the development of public health evaluations (PHE), operational research, education tracking studies and evaluations, program assessments, national surveys, such as the Uganda Demographic and Health Survey, Service Provision Assessment, the national AIDS Indicator and Malaria Indicator Surveys and Education Data Survey;
  • Maintain familiarity with current literature and best practices in strategic information relevant to health, education and HIV/AIDS in Uganda, especially in regard to performance monitoring; program level data gathering/validation; trend monitoring and reporting; implementation of public health evaluations and special studies; health and education management information systems, national surveillance systems and population based surveys;
  • Advise the SO8 Team Leader and Mission management on the status of SO8’s performance.  As a senior-level professional, coordinate with relevant stakeholders, provide program oversight, and exercise  independent technical and professional judgment in organizing, planning and supervising program implementation, including routine site visits. Also manage relationships and assignments independently with minimal supervision and limited guidance;
  • Provide technical direction, strategic planning and oversight of the implementation of SO8 SI activities, and ensure that planned development results are achieved in a highly efficient, effective and timely manner, consistent with USAID regulations, policies and development principles. The Advisor shall manage and oversee services and deliverables provided by contractors and grantees, in accordance with USAID program management regulations and procedures, and practices; 
  • Coordinate with and provide technical advice, direction or assistance to the following organizations as described below: USAID implementing partners – to ensure that the SI activities of all USAID/Uganda partners are well coordinated and in line with SO8’s and the Mission’s performance monitoring plan and GOU national plans. Work with the Program Office and Contracting Officer Technical Representatives (COTRs) to ensure that all partners are complying with USAID requirements for performance monitoring and reporting.  Take a lead role in developing and facilitating regular communication and feedback with implementing partners on SI issues. The Ministries of Health, Education and Gender and the UAC – Provide technical assistance to develop and implement strategic information activities including MIS, performance monitoring, and population based surveys as part of the sector strategic plans and population based surveys. USAID/Uganda – Responsible for ensuring that SO8’ performance monitoring plan is up-to-date with meaningful indicators, targets and achievements; monitoring and conducting analysis of SO8’s performance; identifying and developing consensus on key issues related to SO8 performance monitoring.  Responsible for ensuring that SI activities are sound and are achieving their expected results and for ensuring that all SI activities are integrated appropriately into SO8 and Mission activities. Coordinate the results component of the Investing in People portions of all operational plans and reports.

Collaboration and Communication Responsibilities (30%):

  • Work together with GOU institutions, development partners, and other key stakeholders to support the strengthening of key government systems at the national, district and community level including but not limited to the health, education and OVC Management Information Systems, roll-out of the UACs performance monitoring plan.  This includes attending technical working group meetings on related issues.
  • Work closely with senior and technical representatives from the GOU, foreign embassies providing development assistance, international donor organizations, multilateral organizations, local and international NGOs, private international organizations, senior USG officials and USAID and CDC technical staff.
  • Work closely with the following organizations: The Ministries of Health, Education and Gender, UAC and other GOU institutions – to ensure coordination in the roll-out of management information systems at the central and district levels; to coordinate the collection and analysis of HIV/AIDS specific information across the different government institutions; to assist in documenting and distributing policy and guidelines for data management; SO8 Implementing Partners – to ensure SI activities are aligned across the SO8 portfolio and to oversee and coordinate reporting of the SO8 portfolio; Other multilateral and bilateral partners – to coordinate support to SI activities including the Demographic and Health Survey, the AIDS and Malaria Indicator Surveys, management information systems, performance monitoring plans, etc; Health partners at the District, Health sub-District levels and civil society level such as the local council system, schools, churches, NGOs, FBOs, etc – to ensure understanding and collaboration with reporting in national systems Other USG agencies supporting SI – to communicate regularly and work jointly to ensure complementarity including CDC, State Department, Walter Reid Program, Peace Corps, USAID/Washington Global Health and EGAT Bureaus

(3)  Other Duties as assigned (5%):

Other duties shall include but are not limited to representing USAID/Uganda at appropriate international fora.

Position Elements

Supervisory Controls: The Advisor shall be supervised by the SO8 Team Leader.  The supervisor shall provide guidance and specific assignment when required. Performance will be evaluated annually based on accomplishments against planned work objectives. The Advisor shall provide written and oral reports as requested.

Supervision Exercised: May exercise full range of normal supervision over at least one FSN Monitoring and Evaluation Specialist (at the FSN12, 11, 10 levels) providing overall policy guidance and coordinating the work of this employee(s) to achieve program objectives.  The Advisor will be responsible for overseeing and supervise the work of SO8 subteams and individuals as relates to the SO performance management.

Exercise of Judgement: A high degree of judgment will be required to provide guidance and assistance to a wide variety of high-level professionals in the Uganda Mission. The contractor will work independently, take initiative, and manage a multi-cultural team with several Program Sub-elements.  As a recognized expert and highly qualified professional, substantial reliance will be placed on the incumbent to independently plan, prioritize, and carry out the specific activities entailed in fulfilling major duties and responsibilities. The contractor will be expected to resolve problems that arise by determining the approaches to be taken and methodologies to be used; making independent judgments that can be defended as necessary in a complex and difficult program area with great political visibility.

Authority to Make Commitments: Because the position is procured through a personal services contract, the incumbent cannot make financial commitments on behalf of the USG.  However, because of the contractor’s expertise and standing as a highly qualified professional in his/her field, great weight will be given to the contractor’s conclusions and recommendations when commitments are made by those with the authority to do so.

Nature, Level and Purpose of Contacts: The incumbent will maintain contacts and work with staff at USAID/Uganda, the USG Interagency Team, several GOU Ministries and institutions, the CDC Malaria Technical Advisor, development partners and other key stakeholders.  Official contacts include the USAID Mission Director, USAID/Washington staff and other high rankings USG representatives.

Position Training: The contractor will receive on-the-job training regarding USAID and USG policies, procedures and regulations, including the Automated Directives Systems (ADS) and Mission Orders. The contractor shall annually complete OGE 450, Financial Disclosure Report. The contractor shall attend mandatory annual Ethics training conducted at USAID/Uganda by the Regional Legal Advisor. The contractor shall also be required to attend and successfully complete the mandatory USAID certification and training for COTRs, other project management and implementation training will be provided when available and as needed. The contractor shall not make any unauthorized commitments on behalf of the USG. 

Qualifications and Selection Criteria

General:

USAID/Uganda expects to award a personal services contract for an
offshore or resident hire U. S. citizen, U.S. Resident Aliens, or TCN for a two year period from on or about June 2010 or sooner if possible to on or about May 2012, which period may be extended by three one-year periods based on continued need, availability of funds, and employee performance.

The successful applicant must be capable of securing a USG "Employment Authorization" security clearance.  She/he must be able to secure a medical clearance to serve in Uganda. 

Applicants meeting the required qualifications for the position will be evaluated based on the information presented in the application and obtained through reference checks.  USAID reserves the right to conduct telephonic interviews with the most highly ranked applicants and make the interview a deciding factor in selection.

Minimum Qualifications and Experience:

Bachelor’s Degree with a relevant discipline such as epidemiology, demography, statistics or other field related to strategic information in international development and/or public health. A Master’s Degree is preferred.

U.S. citizen, U.S. Resident Alien (offshore or resident) or TCN.

Candidates who do not meet these basic qualifications are considered NOT qualified for the position.

Evaluation Criteria – Quality Ranking Factors (QRF):

Candidates must address and will be evaluated and ranked based on the following selection criteria:

Technical Experience and skills (50%)

At least ten (10) years of progressively responsible experience in designing, implementing and managing strategic information activities in health, education, and/or HIV/AIDS programs in developing countries, with a preference give to candidates with Africa experience.

Minimum of five (5) years of progressively responsible experience providing effective management and oversight of program activities; involving financial and human resources by cooperating partners and contractors.

Analytical ability to assess research and other data sources and translate and use data for effective programming.

Skill in conceptualizing programs, policies, and plans and developing strategies for their management and implementation.  The candidate must be able to integrate short and long-range objectives of the USAID SO8 Team with the cultural/organizational needs of the government in order to fill gaps, improved quality and implement best practices.

Demonstrated ability to provide strategic leadership and consensus building among large and diverse teams for complex projects.

Strong technical skills in providing technical support and capacity building for strategic information/monitoring and evaluation.

Demonstrated in-depth knowledge of state of the art approaches to strengthen strategic information and monitoring and evaluation systems, both in the public and private sector.

Demonstrated experience working collaboratively with senior managerial and technical host-country counterparts, donors, and other stakeholders at national and decentralized levels.

Preference will be given to those candidates with experience with international USG programs, procedures and systems for program design, procurement, implementation, management and monitoring, or that of other international donors.

Teamwork and Interpersonal skills (50%) 

Must be able to work effectively with a broad range of USG personnel and partners, and have demonstrated skills in donor coordination and collaboration a well as the ability to work the government.

Ability to work both independently and in a multi-cultural team environment to achieve overall goals and objectives.

Demonstrated ability to navigate and manage politically and culturally sensitive issues in a diplomatic manager and bring divergent viewpoints on policy, project, research, and administrative matters.

Strong written and verbal communication skills: Must be fluent in English (FSI Level 4) and have proven ability to communicate quickly, clearly and concisely in both speech and writing.  Excellent writing skills must include ability to produce and edit documents in a timely manner.  

Able to facilitate meetings and make logical and persuasive oral presentations to senior officials and partners in a multi-cultural context.

Demonstrated experience in communicating ideas concisely and persuasively in writing through research, technical papers, reports, strategic program designs or other written documents.

Ability to communicate technical information to technical and nontechnical audiences.

Terms of Appointment and Compensation

Subject to the availability of funds, this will be a two-year contract, with an option to USAID to extend for three one-year  contract periods, depending upon continuing need of the services, availability of funds and satisfactory or better performance, pursuant to FAR 52.217-9. The intended start date is on or about June 1, 2010.

The position has been classified at a U. S. Government GS-14 level.  The actual salary of the successful candidate will be negotiated within that range depending on qualifications and previous earning history.

In addition to the basic salary, the Mission has a 25% Post Differential allowance.

Federal Taxes: USPSC are not exempt from payment of Federal Income taxes under the foreign earned income exclusion.

A TCN Personal Services Contractor (TCNPSC) is normally authorized the following benefits and allowances in accordance with the AIDAR Appendix J:

Note: In exceptional cases (as supported and justified) and only with the prior approval of the Mission Director, an off-shore TCN may be granted the same or similar benefits accorded to an offshore USPSC.

Security and Medical Clearances

The successful candidate will not be able to travel nor commence work until:

  • An employment authorization security clearance is obtained.  For U.S. citizens and U.S. Resident Aliens, this would be handled by AID/Security in Washington DC.  For TCNs, the U.S. Embassy in Kampala will conduct the investigation upon submission of the required documentation.
  • A medical clearance is obtained.  For offshore U.S. citizens and U.S. Resident Aliens, this would entail clearance from the Department of State Medical Services.  For resident U.S. citizens, U.S. Resident Aliens and TCNs, this would be from his/her physician/medical doctor of medicine. 

Note: If a temporary security clearance and medical clearance are not obtained within 4 months, the offer may be rescinded.

The Centers for Diseases Control is seeking 2 individuals for the position of Auditor.

Note:  All applicants who are not family members of USG employees officially assigned to post and under Chief of Mission authority must be residing in country and have the required work and/or residency permits to be eligible for consideration.

Basic Function of Position

The incumbent reports to the CDC–Uganda Chief of Finance Unit and provides technical assistance to CDC cooperative agreement holders through informal audit processes to ensure compliance with Federal Assistance law.  Provides training and mentorship to the financial and administrative staff of cooperative agreement holders with focus on local indigenous organizations.  Gives feedback to administrative project officers on the compliance of partners and to inform decision making for funding levels.

Required Qualifications

Note: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

  1. Education Required: Diploma in Accounting or Finance is required. 
  2. Work Experience:  Three years' experience in accounting or finance work with non-profit organizations is required.
     
  3. Language Requirement: Must be fluent in English (Level IV) in both written and oral is required.
  4. Knowledge:  Incumbent should have expert knowledge in the conduct of audits for non-profit organizations receiving grant funding.  Incumbent should have knowledge of CDC as an organization and should also have working knowledge of at least one accounting package such as QuickBooks, Sage or Pastel is required.
  5. Skills and Abilities:  Incumbent must be able to work independently to assess inconsistencies in complex financial data and to assist technical staff in review of financial reports for technical projects.  Must also possess standard personal computer skills with experience using word processing and spreadsheet.

Selection Process

When equally qualified, Eligible Family Members and U.S. Veterans will be given preference.  Therefore, it is essential that all candidates address the required qualifications above in the application.

After an initial application screening, applicants will be invited to a testing process that may include a written examination and oral interviews.  The selected candidate must pass pre-employment medical and security investigations before beginning work.  The initial appointment period is one year, subject to renewal. 

Normally, candidates for employment are hired at the first step of the designated pay grade.  In some instances, candidates may be hired at a higher step when exceptional qualifications or previous governmental service and pay level so warrant.  The Human Resources Officer will make the decision with the concurrence of the employing section. 

Additional Selection Criteria

  1. Management will consider nepotism/conflict of interest, budget, and visa status in determining successful candidacy.
  2. Current employees serving a probationary period are not eligible to apply.
  3. EFMs who currently hold a EFM appointment are ineligible to apply for advertised positions within the first 90 calendar days of that appointment.

Definitions

US Citizen Eligible Family Member (USEFM) – For purposes of receiving a preference in hiring for a qualified position, an EFM who meets the following criteria:

  • US Citizen; and,
  • EFM (see above) at least 18 years old; and,
  • Listed on the travel orders of a direct-hire Foreign, Civil, or uniformed service member assigned to or stationed abroad with a USG agency that is under COM authority, or at an office of the American Institute in Taiwan; and either:

Resides at the sponsoring employee's or uniformed service member's post of assignment abroad or at an office of the American Institute in Taiwan; or

Resides at an Involuntary Separate Maintenance Allowance (ISMA) location authorized under 3 FAM 3232.2.

EFM:  An individual related to a US Government employee in one of the following ways:

  • Spouse;
  • Child, who is unmarried and under 21 years of age or, regardless of age, is incapable of self-support.  The term shall include, in addition to natural offspring, stepchildren and adopted children and those under legal guardianship of the employee or the spouse when such children are expected to be under such legal guardianship until they reach 21 years of age and when dependent upon and normally residing with the guardian; 
  • Parent (including stepparents and legally adoptive parents) of the employee or of the spouse, when such parent is at least 51 percent dependent on the employee for support;
  • Sister or brother (including stepsisters and stepbrothers, or adoptive sisters or brothers) of the employee, or of the spouse, when such sibling is at least 51 percent dependent on the employee for support, unmarried, and under 21 years of age, or regardless of age, incapable of self-support.

Member of Household (MOH) – An individual who accompanies a  direct-hire Foreign, Civil, or uniformed service member permanently assigned or stationed at a U.S. Foreign Service post or establishment abroad, or at an office of the American Institute in Taiwan.  An MOH is:

  • Not an EFM; and,
  • Not on the travel orders of the sponsoring employee; and,
  • Has been officially declared by the sponsoring USG employee to the COM as part of his/her household.

A MOH is under COM authority and may include a parent, unmarried partner, other relative or adult child who falls outside the Department’s current legal and statutory definition of family member.  A MOH does not have to be a US Citizen.

Not Ordinarily Resident (NOR) – An individual who:

  • Is not a citizen of the host country; and,
  • Does not ordinarily reside (OR, see below) in the host country; and,
  • Is not subject to host country employment and tax laws; and,
  • Has a US Social Security Number (SSN). 

NOR employees are compensated under a GS or FS salary schedule, not under the LCP.

Ordinarily Resident (OR) – A Foreign National or US citizen who:

  • Is locally resident; and,
  • Has legal, permanent resident status within the host country; and, 
  • Is subject to host country employment and tax laws. 

EFMs without US Social Security Numbers are also OR.  All OR employees, including US citizens, are compensated in accordance with the LCP.
