Requirement
The Mission invites responsible vendors to provide proposals1 for provision of vehicles for hire (dry and wet lease), for short and long term, to be used in Kampala and upcountry locations over period January to June, 2012.

Vehicles required include, but are not limited to:

SUV/4WD station wagons
7- 14-passenger vans
35-50 passenger buses
4WD Pickup trucks may be requiring, once in a while.

Vehicles will be provided with a driver who must speak and understand English.

All vehicles must have third party insurance cover and be in good mechanical condition. Vehicles that breakdown during performance will be replaced at no cost immediately to ensure that the Mission’s operations are not interrupted;
Vehicles should have no traffic offences pending on them.

Cost proposals will include:
• Vehicle types as can be provided by the vendor (listed above);
• Locations that the vendor performs vehicle hire services  – please list all upcountry locations;
• Cost of each vehicle type for every location listed, with and without fuel;
• Daily, weekly (5 days of continuous performance) and monthly (30 days of performance) rates ( and/or applicable discounts) for each vehicle and location;
• VAT component, if any.
• Discounts where applicable

Proposals1 (explained):  There will be various dates and lengths of performance. The Mission will maintain a list of submitted prices and will award orders to vendors based on cost, vehicle condition and driver capability, among other factors. Vendors are asked to note that prices offered in the proposals are fixed and will apply over period January to June, 2012.

Areas of operation will be broadly categorized as; Central (Kampala& Entebbe), East, West, and North- daily, weekly, and monthly.

There may be occasional 24 need for vehicles, please indicate what charges would be.
Past experience with US Government or organizations/ operations of similar caliber will be great selection criteria. Other will be demonstration of ability to secure funds to carry out services at short notice- e.g. bank reference among others.
All successfully contractor personnel will be subjected to full background security checks.
Drivers may sometimes be required to operate in remote areas, where tents may be the best available accommodation.
US Government will not be bound to hire any vehicles from any vendor that submits proposals.
